Development site

I understand that using sub-sites or multiple sites requires extra licenses. Is there any program available for development or staging sites? We usually prepare things in a development site, test in a staging site and finally move to production.

Unfortunately at this moment we do not have any such program. We got some other similar requests about staging websites but until now such program is still not approved.
