Hi,
By default all pages are visible. To make it hidden you can apply condition if 1 == 1 to hide page and after this you can add another action and condition with which page be shown. Screenshot example attached.

It seems that [52] is not meet condition.
- Which field type are you using for [52]?
Can you make some checks please:
- Recheck if there is no spaces in "if" and "value" fields inside "Condition".
- Recheck if there are no any spaces as default value on [52] field.
- Recheck which output you are getting when using [52] as value inside PDF.

Text Field,
If it doesn't work like this, can you tell me with which output you can activate every page you want?

"Actions" and "Conditions" depending on user input and not working in another way. We just tried to replicate an issue and it works like expected.
From your example I see that you made all pages hidden and:
- The page 1 and 3 will be visible when [59] field will be empty and not filled.
- The page 2 will be visible when [52] field will be empty and not filled.
[52] doesn't meet condition so it seems that [52] is not empty or has some results that not meet empty value. Is your form public? If so can you please share the link to it? You can mark message as "private" so only support can see the url.
