so, I think I found out how to post problems;

the link for new topic is not obvious; you have to click on a your initial list and then post under it; search results or any other ways does not show 'new topic' button.

maybe it is limit of the help framework;

Yes, it's working like this. You must choose section where you need to post your new topic. The way of work is similar to forum systems.
