pdf certificate created by teacher and downloadble from user woocommerce dashboard

hi, i have a client with a ecommerce that sell real ski courses. he want to sell a consulance service that has this features: after paypal payment from a user a teacher have to fill a form (by formidable forms) and than create a pdf certificate that can be dowloaded from user dashboard.
